The Bay City Housing Commission's (BCHC) mission is to enhance the quality of life in the community through the provision and improvement of decent, safe, affordable housing programs that meet the needs of citizens. The BCHC maintains several properties for residents, including apartments available for seniors, disabled, and/or handicapped persons. All properties have health clinics scheduled with the Bay County Health Department, a food commodity program, and easy accessibility to meal/activity programs provided by other local agencies as well as transportation services.

Avalon Housing works to build safe, healthy, and inclusive supportive housing communities to combat homelessness in Washtenaw County. Avalon's supportive housing combines affordable housing with support services to help people achieve housing stability and lead healthier, productive lives. Supportive housing is geared toward people who have been chronically homeless and have behavioral and physical health challenges, including mental illness and substance use disorders.
